How do I prevent non-logged in users from adding items to cart?

I need to control accounts manually. I need to have the site setup so that when a user is logged in with an account that I create (not the user), only then can they add items to cart and check out.I do not want non-logged in users being able to add items to to the cart and checking out.How do I do this?
